Attorney General must prioritise enforcement of existing federal criminal statutes (18 U.S.C. §§ 1028, 1030, 1343) against AI-enabled computer crimes. The developer-facing framework is explicitly voluntary and creates no mandatory licensing or preclearance requirement.
